Are there any plans for 6.11. or 6.12 for such a thing?

BOINC has a thermal control option, called "Use at most x% of CPU time".
Setting it to, e.g. 50%, will suspend any project application for 1 second, run it for 1 second, suspend for 1 second etc. This will work on CPUs and GPUs, since all GPU applications run on the CPU as well.

If you want a better control, you'll have to use 3rd party applications, such as Threadmaster (for CPU) or TThrottle (CPU and GPU).
