What kind of account are you trying to use it with?
Did you allow the option "Allow other users on this computer to control BOINC" in the installer?

(You get there when installing BOINC, 3rd screen in the installer, click Advanced)

If you're not using a GPU or other coprocessor of any kind to do work with on any of the projects, you could also install BOINC as a service. Then it runs always, as long as the computer is on, even with no one logged in.

Jord,

Yes, the application was installed with that check box marked. The account used to run as a non-admin is a Windows 7 "Standard User". The only other type available is "Administrator". Clicking the "BOINC Manager" shortcut results in a message that I "may not have appropriate permissions" to run the shortcut. I have tried adding the local "Users" group to the security permissions of the BOINC folders in "Program Files", but get a message to ask an admin to add me to the BOINC group to access BOINC. I can't do this as Windows 7 Home Premium does not allow access to the Local Users and Groups mmc add-in.

Thanks

I can't do this as Windows 7 Home Premium does not allow access to the Local Users and Groups mmc add-in.

Learn to use the power of the command line.

Start->(Accessories->)Run.
Type cmd and click OK.
In the window that opens, type net localgroup boinc_admins {username} /add, where {username} is the name of the Windows account you want to add, and press Enter.

To see the list of localgroups, type net localgroup and press Enter.

To see the list of people allowed to control any group, type net localgroup {groupname}, where {groupname} is any group from the list above and press Enter. In this case, e.g. net localgroup boinc_admins

To exit the command line window, type exit and press Enter.

Thank you, thank you, thank you. That solved the problem, with the caveat: run cmd using an admin account.

I tried as above, from an admin account, but I get

"System 5 error has occurred.

Access is denied."

An admin account isn't sufficient. You'll have to start the cmd window in admin mode (right click to start).
