Is the High-low normal or should it be stable?

I am running climateprediction & rosetta@home on the CPU and GPU.

Specs:
Intel i7 860@ 2.70 GHz
8 G of RAM
Nvida 240GTS GPU

What have you got the following set to in your computing preferences?:

On multiprocessors, use at most: 100% of the processors
Enforced by version 6.1+

Use at most: 100% of CPU time
Can be used to reduce CPU heat
