I just installed boinc in an ubuntu linux box and realized my account info is stored in /var/lib/boinc-client/. Is there any reason for it not to be stored in the user's home directory? It just makes me think that only one user in this linux box would be able to run boinc.

Yes. Quoting /usr/share/doc/boinc-client/README.Debian.gz:

For security reasons it is executed as the system user 'boinc' which only has write access to the BOINC data directory.
