I have moved from a Windows 10 to a new Windows 11 computer ver 24H2

BONIC version 8.2.4 (x64), project "World Community Grid"

I have been running BONIC for years on Windows 10 but now when I install it on Windows 11 it says "Some projects require Docker", I have followed the instructions but now BONIC give a message "Processing Suspended: User Active" - what does this mean?

I have waited over 24 hours, but it still displays the message.

It means in your settings, (either local or web based) you have set it to suspend when the computer is in use (or if a laptop and on battery to suspend when on battery), or you have "Suspend when non-BOINC CPU usage is above xxx %" and xxx is a very low value & something else is using the CPU, causing it to suspend.

Thank you, that solved the problem.

Why is this not the default when the software is installed?

No idea- my WAG (Wild Arse Guess) is that when BOINC was released, there were no multi-core CPUs; in fact Hyperthreading only came to desktop processors around that time.
So 99% of the available systems for running BOINC would have been single core, so the default was a (very) low value.
Given that even the most basic of systems now are multi-GHz & multiple core, i personally recon the default for a new installation it should be 100%.
